Basic Health Program

The Center for Medicare & Medicaid Services (CMS) released proposed regulations about a new Basic Health Program that will be available starting in 2015. The Basic Health Program will be a lower cost alternative for people that cannot afford health plans in the insurance exchanges, such as those people that fall just outside of Medicaid eligibility. 

The proposed rule indicates that the plan must cover basic coverage as established by the Affordable Care Act such as preventive care and emergency services. The monthly premiums also cannot exceed that of the second lowest cost Silver plan on the exchange.

The Basic Health Program was originally supposed to be available in 2014, but federal officials announced earlier this year that its availability would be delayed until 2015. 

We expect more information about the Basic Health Program to be released once the proposed rules are finalized.
